Meeting Information for the Public

WELCOME TO A MEETING OF THE BOARD OF DIRECTORS


Whether you come to observe a meeting because of general interest or a particular item on the agenda, your presence is an important means of helping to ensure informed and responsible government.

All matters listed under the CONSENT CALENDAR are considered by the Board of Directors to be routine and will be adopted by one motion. There will be no separate discussion of these items unless requested by a Member of the Board of Directors or the public prior to the time the Board votes on the motion to adopt.

Government Code 54957.9 permits a legislative body to clear the room if the meeting is willfully disrupted so as to render further conduct of the meeting unfeasible.

The running times listed on an agenda are only estimates and may be discussed earlier or later than shown. At the discretion of the Board, an item may be moved on the agenda and/or taken out of order.

TIMED ITEMS, as specifically noted, such as hearings or formal presentations of community wide interest, will not be taken up earlier than listed.

GUIDELINES FOR PUBLIC COMMENT: Speakers presenting individual opinions shall have three (3) minutes to speak. Speakers presenting opinions of groups or organizations shall have five (5) minutes per group. Only one speaker may speak at a time from the podium. As a courtesy, please step toward the public microphone and state your name and address.

ADDRESSING THE BOARD ON AN ITEM ON THE AGENDA: If the item you wish to comment on is on the agenda, you may speak when the Board reaches that item. Please approach the podium and wait for the Board President to acknowledge you. After the public has commented, the item is closed to further public comment and brought to the Board for discussion and action. There is no further comment permitted from the audience unless invited by the Board.

ADDRESSING THE BOARD ON AN ITEM NOT ON THE AGENDA: In accordance with State law, the Board is prohibited from discussing items not calendared on the agenda. You may address the Board on any item not listed on the agenda and which is within their jurisdiction, under agenda item COMMENTS FROM THE PUBLIC. Matters brought up which are not on the agenda may be referred to staff for action or calendared on a future agenda.

PUBLIC HEARING GUIDELINES: When a public hearing is held, a staff report will be given first. The public hearing is then opened by the Board President to receive public testimony on the matter being considered. Following receipt of testimony from the public and Board members, the hearing will be closed and the Board of Directors will take action, if appropriate.
